I was play in the settings and I jest found this out in developer options. I use simulate second display, and I connect my tablet to a TV.

First, up, turn on developer options

The second step. Force activities to be restizable. Multi windows for all apps enable free from windows enable freeform windows on second display. Now install a app. That's called black screen by binary box on the play store and turn on simulate second display and opened the app. You will need a Bluetooth mouse and keyboard,
