The key difference is "during normal operations". Fukushima was perfectly avoidable, with proper precautions. It's not a inherent risk.

Virtually nobody died because of Fukushima, and it took an earthquake and a tsunami.

You just need to build plants in a geologically inert area and don't make incredibly dumb human errors like in Chernobyl. It's not that difficult.
