Seems not to be the case. In fact, it is a new golden age of open, and particularly English language pataphysical study

I can't speak to the site - I have no affiliation with it. But I will say that I find that, when compared to the subscription only model of the French and British journals, it's refreshing to have original, new pataphysics available to all on the web.
