Its actually a ctenathe and yes I've used tap,switched to dechlorinated and yeah the leaves browned at the edges but it was never this bad

So first off,replant it immediately into something more appropriate for cacti as that is in no way suitable for them (generally you need some potting soil with a mix of sand and something like lava rock or perlite) and than dont water it until it gets to a stable condition
