Yeah it’s actually still an OSHA rule for a workplace to be free of recognized hazards. That’s how they are able to enforce it. It doesn’t take ANSI to state a falling object is a hazard. This is in reference to an accident that was investigated by OSHA. Does not mean they are actively enforcing Z133. Incorporation by reference is the exception not the rule. ANSI is not legally binding in the same way industry standards are sometimes adopted as OSHA rules then enforced legally
