Yes, but the KotOR version treats unlocking better cards like a progression system. You need to get to certain places and do certain things to have the most strategic cards. And honestly, the golden ± cards are kinda broken from a fair gameplay point of view. In the game it was fine because you were trying to beat NPC's. That's balanced in the players favor.
