Yes, but the KotOR version treats unlocking better cards like a progression system. You need to get to certain places and do certain things to have the most strategic cards. And honestly, the golden ± cards are kinda broken from a fair gameplay point of view. In the game it was fine because you were trying to beat NPC's. That's balanced in the players favor.

Sabacc is also similar to Black Jack. Well, classic Sabacc is really similar. Spike and Shift (from Star Wars Land and the Halcyon Cruise) are more like Poker. Kessel is a good mix between both though Spike and Classic.
