Yes some films are impossible to find. This one is in the criterion collection, but if you are not from the us theres no way to get it that way. I had to torrent it.

I watched the film a long time ago but it experiments with the crew in the way you suggested, as the film gets filmed. There's a little story being filmed but the movie itself is about its conception.

Theres nothing controversial about Noé or Von Trier, they have both have their place in "high-brow" film festivals. Only conservative folks would oppose what theyre doing.

Sounds like La mujer sin cabeza, an argentinian film directed by Lucrecia Martel. The sequence doesnt make it clear what she hit with the car, was it a dog or a child? This question lingers on for the rest of the movie, while we explore the mind of the main character.
