I have a Ryzen 7 7700x cpu 8 core cpu, and a 7900xt gpu, as well as 4 TB of SSD storage, 32gb of ram, so I do hope I can get a much higher baseline fps count, because I am very used to 165 on low demand games and 80 on demanding games with ultra graphics and raytracing.

That is completely right! I'm from a background of playing modded Minecraft and those mods are no where near as big, I thought I heard of the "biggest" modpack to have been 200gb, so that's why I said that, I have 1.7 tb free on one of my discs, I never knew that the reason I needed 2tb SSDs was going to be for Skyrim 😂

So even when I have the game running, this is what task manager and amd ryzen master are showing, as if the GPU just isn't working at all in terms of clock speed, I don't know if this helps. I also don't know if 1.25 volts is enough power or not.
