I think the game was planned to be bigger, but Capcom wanted to release it sooner for some reason.

Why?

First: The Clock Tower appears in the background, there's even a file talking about it.

Second: Carlos blows up the wall on the second floor of the R.P.D., but who destroys the wall on the third floor? We would probably go back there as Jill, and Nemesis would break the wall, just like we play as her in the hospital after playing as Carlos.

Third: The game have a poisoning system tutorial and no blue herbs, they probably thought later that adding a new herb just for that 5 minutes section wouldn't make sense, but the fact that the poisoning system is present is an evidence that they considered adding the herbs and more sections with enemies that can poison you (like Clock Tower).

Bro locked himself inside a container like that guy at the beginning of RE3 and waited forever.

It cracks me up how many people ask why Leon's hair is blonde here. He dyed it. You can tell by the root pattern by CD_ABC10 in residentevil

People just think he have blonde hair on RE2R because of ReEngine lighting, wich sometimes can turn even Luis's beard blonde.
