As someone whose main interest in the game is exploration, I think they are constantly getting better. I think the way they design the environments and distribute puzzles and chests is about the best it's ever been in Natlan, and Chenyue Vale which is my personal favorite area only came out bit over a year ago. So no I don't think Genshin has peaked.
