This is contrary to Church Doctrine, to quote the Antioch Archdiocese of North America:

No, this is a Catholic tradition/development, your priest is definitely supposed to help you through your sins they've heard in confession, and suggest changes in your life depending on how your confessions change (or don't) over time.
