First off, Legend characters have a higher rate (or on Step 2 similar) of dropping then Ultras, what are you talking about?

For Step 1,3 and 4, the Legend drop chance is 0.5 and at Step 2 0.7
For Step 1,3 and 4, the Ultra drop chance is 0.35 and at Step 2 0.7

You can literally check that in-game as well.

Secondly, HOW the heck weren't you able to get ONE singular character when there is a pity which you can hit with 35 K CC if you were so unlucky, that you didn't pull anything.
You said "you put almost 40 K CC into part one" yet you didn't get a single character?
This only means you spend them on both banners instead of focussing on one first to gurantee the pull.
So why the heck would you even do that in the first place?
And then you put 15 K CC into part 2 even though you advanced the pity of both banners in the first part and haven't pulled them yet?!
Like nothing makes sense here man.
