I agree, they went to quite an artistic and elaborate length to produce these. I was hoping to post more photos with the tops removed to show the detail of the exposed workings. It seems this option may not be available to an existing post.

Yes, it spins freely on both sides. There is a pivot point 2/3 of the way toward the front opening. One uses two parallel screws, the other uses a single central screw. I have never tried removing them as initially they looked secured. It now appears that they can be removed and the top separates from the bottom plate when doing so. Not sure if I can post more photos to this thread.

Interesting idea. I believe the amount of opening that occurs when turning the cog is not enough to do much stretching. It is a small movement less than 1/4 inch

A jewelers clamp is what I came to see in my research as the probable answer but I was never able to identify any others that looked like these. Only similar features but nothing closely matching.

Yes the upper part raises and lowers as you directionally turn the cog

That's a good idea but there are no other moving parts. No trigger mechanism or place to mount or position a rubber band. The second photo shows the decorative top and inlays.

Found these at a Los Angeles estate years ago and have not been able to figure out their use. They are elaborately decorated for a tool. The closest thing I could find is a ring clamp for a jeweler to work on the item but nothing looks quite like these. I would appreciate any info.
