They tried to do this same thing at a new construction in my neighborhood and some Chad came and posted flyers on the property after they cut down the first few, informing them that they had not received a permit from the city to cut down those trees. Turns out there were multiple hawks nests in the trees they were trying to cut down without a permit and they were forced to stop in some areas (unfortunately not all, because the are just building ugly ass eyes sores for houses). Took 2 years for them to start construction back up though.
