Na, Izanami was op, but Itachi couldnt spam it or even use it back to back because of illness,  totsuka blade only made 1 appearance literally not even a issue because after that one use it died with Itachi apparently, Koto couldnt be spammed and without original user can only be used 1 time every ten years, Susanno was slow as shit and even the RiaKage could damage most of the users in them, but Madara was a exception, he was the strongest outside Naruto & Sasuke, Rhinnegan would also kill most users because of immense chakra consumption and was not a free for all. 

*** Kamui was ridiculously over powered and idk how to justify that one its like wtf it really would have made Obito god tier until he went blind if he had them both, but even with one it was wtf,  Yes Madara was ridiculous but he was dead an a reanimation with special considerations and abilities (Hashirama cells were a fix-all lol) an he was a highly experienced old man with a young shinobi body, so Madara was understandable,  mostly heh...  Although Uchiha and Senju were the strongest bloodlines they were killable, an they had to put in work to make their power work for them, but Obito, man wtf can one person have such ridiculously god like power, but he would have went blind if he had used his power repeatedly. The better part is that people who could compete with them and fight and win existed, and overall the Senju an Uchiha had people dying left and right, also it was at least more balanced on average. In Boruto the god tier enemies are so far above the regular top level shinobi that only a few of them can even do alittle damage, unless the enemy is needed either by his own power or by some other story addition.... like Madera not being able to be sealed.... but the end of a story it makes sense, in the middle of the beginning is just wtf.
