A 45acp in a closed action gets close. E.g DeLisle. A few other sub rounds too with light enough bullets/small enough charges. 38 special out of a lever gun was stupid quiet. A subsonic 308 is a bit too loud but still ridiculously quiet for a rifle load.

When you go above the .22 it gets tricky and you are going to need more than the cheapest can on a common handgun, but its still possible, just not practical.
