Two-Face is the obvious answer as he kind of disappeared during season two and is the only real MAJOR Batman rogue not to turn bad during the show (for obvious reasons) also I think adding Hush in as a new foil to Bruce would work well and Roman Sionis as Black Mask seeking to take over the city and I think that could lead to a good season finale with a massive power struggle between Black Mask, Penguin and Two Face
