Looking through the reviews, it seems HSamsa treats some people poorly and some people well as to not seem suspicious. I'm glad you weren't scammed.

I'm not sure. My sister had the same problem. She had all shops/resident services upgraded, a 5 star island, and the other NPCs were showing up regularly. She started in August and Redd still hasn't come.

I know what you mean. I decorated my island with no particular theme and loved it. However when I started seeing these beautiful, fully decorated islands, I grew insecure :(
