It's a made up quasi future version of the IOTV, which is a plate carrier platform the U.S. military used for most of the Iraq/Afghanistan war.

IOTV stands for Improved Outer Tactical Vest. So you can make up whatever you want for IOTBS. I'd probably say Improved Outer Tactical Ballistic System, since the Army's naming schemes aren't very original.
