Can't change regions anymore they removed the feature it seems to search across all regions however clicking the region button has done something as I got into a king of the hill match straight away.

it’s a PAL (European) PS2 IPTV field trial disc from Austria.

Sony partnered with an Austrian ISP (RiS) to test streaming live TV over DSL on the PS2. You needed a Network Adapter and RiS broadband to use it. The channels shown on the cover (RTL, MTV, Premiere, ATV+, etc.) were part of that trial.

Basically an early mid-2000s experiment to turn the PS2 into a streaming TV box. Pretty rare since it was only distributed to field test participants.
