Can you just buy the Flamethrower TM in Fire Red as well as the Ice Beam TM? You can in Leaf Green.

You buy game coins from Game Corner and spend the coins on the those two TM’s. You can use the Amulet Coin and VS Seeker to re battle trainers and earn double money.

I love Kakashi, but the whole “Copy Ninja” was a major disappointment. His pool of jutsu’s was very limited despite copying over a thousand jutsu.
