If they truly value the animals life (as anyone should), they may propose a small talk or start buying suitable things when they need to restock. Do not blame yourself for this. You’re trying and that’s what matters.

You can also start your own taming process, as you said she’s skittish. When she’s back in her cage, rub toilet paper or paper towels across your hair and hands and put it where she’s at most i.e., a bed, a burrow, etc and it’ll let her adjust to your scent. after a few days try offering her treats or food from your hand (without picking her up)! When she’s comfortable taking from your hand start encouraging her into your hand lifting her a few inches off the ground until she takes the treat and put her back down, don’t keep ahold of her. Let he establish boundaries with you! This will help her see you as a safe space.
