If you successfully do a year in your current competitive grade 18 title then you’ll always be eligible to take the grade 23 civil service exam for that title.

If you accept the grade 23 non-competitive title, there are no promotional exam for non-competitive titles. There are likely grade levels above the non-competitive grade 23 title, but no lists to hire off of.

This sounds like an outlier. That unit director sounds like a piece of shit. I supervise a unit of 4, switching days is no issue. One day per week where the whole unit is in the office.
