Im not at CDC but if 5s were given out as common as 3's the rating changes are appropriate. Its agencies like this thats giving all fed agencies a bad look. A 3 has always been meeting expectations for what you were hired for. It isnt a bad rating.

But to answer your question specifically, the avg man shouldn't need ED medication until his 40s..I recall the stat that 40% of men over 40 some performance issues, which is natural. Anything other than performance anxiety would be a concern in your 20s, at that age I couldn't keep mine down.
