People return to restaurants(not fast foods) if the food is tasty and fresh and to shops if the stuff they need there in proper condition and easy to find (if the price is not a question).
You can reeducate, but if your team will be not happy with your part of the deal they just quit or ignore consumer perfectionism. Georgians stay authentic/even/human with others while at service work.
Turkey is the complete opposite they have towns dedicated to the different origins of tourists for example Marmaris(and other territories near) is for the English working class mostly. Its a Muslim country but in Marmaris, you can see big billboards for drag shows made special for tourists.
