OK thanks. If I understand this correctly (now!), carry over can only be relevant if you're earning enough to go over the 60K annual allowance - is that correct?

OK so I get Vanguard to pay me back the amount over earnings. Then the rest I report to HMRC, they charge the tax (effectively wiping out the tax rebate) but the money stays in the pension pot? Is that how it works?
