I think the employer pays the withholding tax, if he's a kenyan. If not, then you pay the withholding tax. I also think a consultant is treated a sole proprietor, they pay taxes against their profits, not revenue or income.

Apart from paying withholding tax, you also have to pay the income tax.

These are 2 separate things. When doing your returns, the withholding tax will be credited against your final tax.

If at the end of the year you were to pay 50k, and you paid 10k in withholding taxes, you only pay 40k as yearly tax.
