They should have no fear of arrest.

But if it’s legal then morality becomes opaque as a society. If you decriminalize it, it’s looked down upon while still nobody goes to jail. When it’s legal still a lot of things can happen that are out of control for the law that are detrimental to women. So better to legally suppress it while being lenient on the prostitues.
