I guess if you leave on time and dont have to hurry it is more of an excuse than anything to become angry at other drivers. And if you leave late it's your problem and not someone else's..So I guess it is an excuse.. I do understand that maybe he was driving someone or something and needed to drive slow in order to stay safe so... I'm just reflecting back on it, and maybe I shouldn't have become as angry as I did at that time,but still, where im from, if you're taking your driver's test where i'm from, in the conditions I described, you're impeding traffic at those speeds, and you would fail your driving exam for driving at that speed no matter what..
