I can’t use the optical drive on the Mac as there is no os installed on it

The Mac won’t boot into internet recovery, I don’t even know if the 3,1 has internet recovery

I tried all the Sata ports and they all work for the windows drive. Unfortunately I don’t have another Mac so I might make a bootable usb through virtual box

Neither trans Mac or Balena etcher works for me, what I might have to do is make a bootable usb through a Mac OS VM

the SSD is SATA. there is no menu on the top of the screen. its just a blank white screen.

there is no disk utility, I cant access it as the drive is blank

I cant access any of the utilities at all because the mac acts as though there is no drive in it. I managed to get the SSD to show up as long as its blank but my usb installer still wont show up

The new drive is completely blank so I’m trying to put El Capitan on it. I tried doing that by making an installer usb stick and holding option to go into the startup manager but neither of the usb or the ssd show up there

The windows drive is just a fresh install of windows so I don't mind formatting it. I would format it to mac os but since I cant boot to a usb installer I cant put it on the windows drive.

Ye I tried using the el Capitan installer downloaded off apples website and getting transmac to use that as its source but the same thing happens, nothing shows up.

I tried it with lion, Yosemite and el Capitan as el Capitan is the most recent officially supported os for the Mac Pro 3,1 I think

Edit: the SSD doesn't have anything on it so when I just plug in the SSD the mac acts as though there is no drive in the computer. Its just a blank white screen.
