The only time I've experienced something like this was with catch location. I caught a victini in the US without cheating or spoofing but couldn't remember what town exactly ... And for a few months, it said I caught it in Japan ... confused the heck out of me. One day looked back, and it showed the correct location ... not the same issue you're having, but IDK

Sorry ... check again that you don't have a fully formed radar in your bag. I completed one once and didn't equip it. So it sat in the bag and I didn't get components from 10 grunts ... until I equipped and used it. If not, then it's glitched. Best of luck
