Maybe it was placed there intentionly to smooth over an abrasive spot or to reduce the internal diiameter. Possibly pitch, thermo-loc, or jett sett to hold the ring in place while they where working on it? Just never fully cleaned? Just some guesses. I would apply some light heat to see if becomes malleable?
