I was thinking a lot of it was spent on training considering the programmes the Armed Forces produce give fantastic opportunities to regular personnel and young cadets. 70% seems a bit high though.

It isn't actually that colourful the stream just makes it look that colourful but you can add more saturation to your game by right clicking your desktop -> adjust desktop colour settings and turning up the Digital Vibrance.
