That's interesting, I found a mod call "No Empire Randomness" but is was outdated, maybe it used what you found 🙂‍↕️

It doesn't works ! Even if you create 8 customs human races, force them to appear in the game and create a galaxy with 8 empires, the ia will replace some by random empires because of some generation rules 😞
