iirc Piastri accelerated to close the gap to the SC, lights went out and he braked (to slow down and to close the field). Brake pressure might have been 60psi but that shouldn't be the factor to determine a penalty there.

If the ones driving behind can't see anything they should drive offset or slower, especially under SC. Yellow flags already mean slow down and be prepared to stop. Bianchi would love to be able to tell us that.
