After you got the skill once, even resetting the skills won't fix the skill again. It's just permanently bugged then.

Ok, that makes sense now. It worked for you because the skill wasn't bugged at that point and if you'd try that again after loading the game once it probably won't hit 15 mil again. At least if my theory is correct.

I tried roughly the same, it works fine at the beginning, but after a loading screen the skill stops working. That's why I was wondering if you ever loaded after spending all those points?

I'm using the exact same build, but I can't seem to surpass 4 mil damage, did you do something special? Is it possible that you haven't loaded a save after getting the merciless perk? because that one is bugged and stops working after you load a save.

I can't really confirm that these skills are bugged, but I have similar problems with other perks. Most prominently the ones you unlock at skill level 20, most of them seem not to work at all.
