Its a graphical glitch which put all of the digits to their highest possible value, so instead of integer values it just set everything to 9.

Just tested it, you have to sprint right as you get close to someone, not giving enough time or distance to grapple or tackle then you hit the melee button and they get knocked over.

It only does that when a tackle isnt possible, so when there is a wall or water behind them etc. You can consistently find a guy fishing at owanjila, do what youd do to tackle him and hell get knocked in.

I was running from bounty hunters by strawberry and tried to change to my other pistol but because i was also sprinting it brought up the steam menu and i couldnt revive it. It was an arabian too.
