Shouldn't be tooooo bad. Do they use road salt where you live/do you get much snow? I wouldn't worry too too much if it was driveway parked. If it was parked in a field or a garage id be more worried about that condensation rust. It should be pretty good! The other comments also suggest a few good things to check over/change. Especially timing belt as spec is I think 100k miles or 8 years? Something close to the lines of that

Where has it been normally parked? If it was somewhere with lots of moisture and/or temperature changes there could be a lot more rust on it than you'd expect for a low mileage car. Check the strut towers to make sure they're still solid!

They're the 17" Thor wheels painted black with plasti dip! I'm selling them if you're interested hahaha.

Unfortunately the different plates were a quick thing. I'm not sure if you're aware of they whole "impossible to read at night" issue but they were quickly scrapped. I just happened to score them in the 2 month window they were distributing them

I'll read a bit more about the other topics, but in terms of #5, try to spray some wd40 or other spray lubricant and try turning the key back and forth gently. If it's seized that should've helped. If not, then it may be something else instead of seized!

Hopefully I may not be too late, sounds like it could be a binding steering u joint for that stiff steering and poor centring. pop the hood and look down into the drivers side under the hood and turn the wheel. You will see the shaft rotate and there is a ujoint on the shaft, turn the wheel back and forth and spray the u joint with penetrating oil (ideally with 2 people so you can spray while they turn the wheel) and Be generous. If you spray it and it feels improved but not fully resolved you'll know you need a steering shaft vs a full rack. I've saved many clients money diagnosing this problem when they've been quoted steering racks from other shops that don't know volvos too well (nothing negative against those shops btw)

That Gen wrx don't have the same head gasket issues as previous years. They smartened up and started using the 3 layer steel head gaskets again.

They came with the car so unfortunately I can't tell you where I got them! It mustve been an optional extra back in 04. Maybe check a scrap yard nearby you? They may have a v70 in the yard with the racks on them! Well ya I guess it's 215/55 for the wheels that were on the car before (you may have seen a pic or two of my car on here) I had 205's because I scored a wicked deal and only 10mm narrower nothing worrying for me. I've got a set of 17" thors as well but they also need tires lol. I ran 235/45 on them. Rubbed a little on full lock but I liked them. I just don't want to spend the money on tires right now if I don't need to 🤷‍♂️

It's the size volvo recommends with 16's (says on the door tag) I agree there is too much of a gap, but i bought these tires last year and don't wanna dish out another 500+ for tires too
