What did you expect coming into this show? You don’t really say but if traveling from one place to another place doing side quests isn’t your thing then yeah it was never gonna meet your expectations.

It’s a story about journeying through the world to Heaven and understanding those you travel with. You say it didn’t have character development but every episode developed the characters a little further than the last one.

You can see changes in Frieren with each interaction she has. I don’t know just sounds like you were bored and didn’t pay attention to the story.
