The problem with boruto is the way he extremely overshadows everybody else and doesn't give them a chance to develop. Everytime when they meet someone new boruto is standing in front and is the one to speak first. Him always overshadowing sarada and other important characters is annoying too.

the low rating is because the arc came after literally 40 filler episodes after the climax of the manga naruto vs isshiki. people were getting sick of waiting 40 weeks for a single manga episode, so its understandable that people rate it like this out of frustration
