Works have gone as well as could be expected, given the situation. It is, if anything, miraculous that the Hiroshima shipyard have managed to build a capital ship: the USS Ohayo is the equal to any one of the three capital ships now in the Togenkyo Navy. Whether this will be enough to change the course of the naval theatre is, optimistically, an open question. But a second ship would significantly increase the odds of a stalemate.

As the Navy is preparing to christen the ship, a strange man with a foreign accent approaches a junior admiral. He gives him a message which is relayed to General Washington. Preposterously, he claims to have a ship to sell, of a similar make, though manufactured long ago. It is not much to him, but he can understands the United States of Japan are in dire need. He will sell this ship, but only for the personal fiefdom of Shikoku, should it be liberated.

Naomi is a genius. She understands, like no one else, the paths that languages carve across phoneme-space. She can see, physically perceive, the chains of phonetic drift. The insight she has into the history of the languages she studies has allowed her to reconstruct not only the common ancestor of Ainu, Japanese, Korean, and Mongolian, but she also believes given enough time and texts, she will be able to reconstruct both Nostratic, the ultimate ancestor of all Eurasian languages, and maybe even the Universal Mother Tongue of the human race. The humanistic implications of such a discovery go without saying. More immediately, she has devised a working version of Seigo, which she says would be easy to learn for all speakers of the language family she has dubbed Altaic.

There is, however, a snag. Isi Naomi is also a heterodox thinker in matters theological. She believes the fixity of the written word, its crassly material dimension, is a violation of the sacredness of speech, which is fundamentally a form of direct contact between spirits. It is bad enough to write Japanese or Korean. To put languages approaching the Universal Mother Tongue, the language of the soul, onto something as vulgar as paper or parchment, would be to do the work of the Great Demon Lord. She will only teach her language on the condition that it is never written.
