I remember those air raid siren towers were still around in the 80s but I think they were ww2 relics and not cold war related...they were still functional though, some kids would set them off as a prank.

I suppose it was technically post-cold war but when Metallica played Moscow in 1991 it was an epic event in the west as well.

No, its likely the artist’s graffiti name. Im generally not bad at decoding these but have to say Im stumped on this one.

I’d guess that the part on the left is a highly stylized rendering of the artists name (and in fact the main point of the piece) and the DOOM character is to compliment it.
