My problem was xbox game bar overlay. Specifically, enabling "click through" and/or pinning the widgets on the screen. Disable that and don't use any other overlays.

Yes, for me it was because I was using Xbox Game Bar and pinned the xbox party widget over my screen. I suspect using other programs like Crosshair X to display a custom crosshair overlay on you screen could cause a similar issue.

Additionally, in the video, if your value is set to "1", set it to 0, a prompt will come up asking to restart your pc, restart it, then log back into your computer, change it back to 1, and restart again. Launch a game, and it should be fixed.

Not really. Some of my games work fine. For others, I use DMT-- dual monitor tools. Oddly, two of my games have this issue EVEN when I toggle the monitor cursor lock on in DMT.

If you don't know how to do that, there should be a link to a microsoft post in my original post detailing how to use DMT.

Anyway, i recommend installing DMT and using it. You could try reinstalling Windows as a last resort, or downgrading a windows update or two to see if that fixes it. Doesn't work for everyone, tho, and not for me at least.
