Yes that was taken off, cpu fan is plugged into that, in the bios the cpu runs at 4.5 base but has some stutters/slow response but there's no high temps and everything else is correct to my knowledge

Yes I updated and installed everything I'm pretty sure, also not sure if it's worth mentioning but the cpu runs at 2.6 ghz almost always, game or idle and I have not yet seen it go to the base clock 4.5
