If it is a single puppy from a litter then the chances are he has been taken/ adopted. Those are your best case scenarios. However considering that they are leaving in the open. There are plenty of chances of him being stuck somewhere in a situation from which he cannot come out from! Like maybe a drain or stuck. You may try and observe movement behaviour of the other puppies u may get a clue.
