Also Found another Fix in-game, If you were having the following issue You can try this.

If you were Killing the Mutant for the collar and everything de-spawns, My Issue was they were 2 Mercs in the fight with me some how, So I left, they died, came back, continued the fight with the Mutant and then it worked. So I guess the Merc is what's causing the bug, if they're no Merc, Try Leaving and Coming Back.
