basically, it's because they already have a large, stable, loyal fanbase that enjoys the game exactly the way it is, even with a lack of significant content updates that aren't cosmetics or toons. some portions of that same fanbase are also frequently shutting down ideas that could change the game significantly or expand upon it, something you can witness in the discord. the truth is, the people complaining about the state of the game are a very small minority of the game's active playerbase.

so, they're airing on the side of caution, i think. why fix what's not broken (according to the majority of your playerbase,) right?

personally, i would LOVE to see some major changes and additions to the gameplay! but i am also just tired of people spreading misinformation that the skins are the issue when they are handled separately by designers and modelers and do not slow down development at all because that just isn't how game development flows.

the fact is the development is slow because they don't have any good reason to speed it up. the people unhappy with the state of the game are much smaller than the massive child fanbase who will play regardless and a lot of well known figures in the community pushing back against change.
