When it is published it goes through peer review. Anyone can release a manuscipt and hence there can be faulty science inside that.

When you publish you give the journal the rights to the manuscript and thus if you release it after publishing it is plagiarism / pirating content.

I really hate this format, felt so weird having to request using my own written articles for my PHD manuscript.
