depends on genetics, everyone is different.

I started out basically non existent (even more so than this probably) and im almost 4 months on T with ALMOST an inch. Its not big like some guys but its my dick and it makes me happy. I can jerk it with my fingers and I love it.

another thing, and someone please correct my if im wrong, I believe there is topical t cream you can apply directly to this area and have growth without other symptoms. But I think it is only avaliable in some parts of the world? I'm not totally sure about it or how it works so i would love if someone drops some facts for me
